When you get back I'm sure you will be welcomed by a new EGC, a flourishing BH and if we're lucky we may have progressed onto 1.6 by then? ( or is that asking too much?

Cops don't have to /ar and I believe you get an extra point if you /detain and then drop the suspect off at the station. Removing /ar all together doesn't sound too great to me, but I'm liking the idea of being able to help your friend bust out of a cop car.
There's already a command to attempt to break out, /esc or /bc I can't remember.
I think you're on to something here, but you just need to develop it more to ensure it's fair for both parties.
