Well ive been playing and Edvin found a cop standing with no name or anything and it had same grey thing on the map like Jim

That is the MOST WANTED PLAYER of ECNR.
500000 Robberies (Mostly Bus Crimes)
Constant Reckless driving
Hostage of people
Player scams
Etc.

LVPD, BCSD and the ECNR Army cant arrest this suspect ???
