Less Swimming

I think Ireland and Eggland are both need a few more ways for a player to extricate themselves from the water surrounding the islands should they find themselves in the drink.

As it is right now there's only one route onto the islands via the water and swimming to find it can be a real pain in the ass, Not to mention you're pretty much stuck handing yourself into the police should they be chasing you, as they know there's only one place for you to go.

Could stick an extra marina at each one or easier yet, you could place a couple more skimmer planes around the area, just so there's more than one way to get out of the water and onto the island.
