Maybe a little suggestion Normal used in trucking server.
a Speedtrap. Just random placed little cameras.
When you pass one of the speedtraps with high speed you get caught and get a wantedlevel.
And i think it will cause persuits.

I know this is a bit old now but I think this is a great idea. Speed traps are a common but annoying factor in real life and it would be great for that to be transferred into the game nothing more annoying then zooming down top speed then FLASH, there goes me money
