[BUG] Weapons from BCSD

Description of the bug:

I am able to get weapons from the BCSD while a civilian, I believe you have to be a cop to do that. and I am able to enter the base :P not sure if that is correct or not. Non of this is by blowing up the gates and robbing, just me driving to gate, getting in, and able to take weapons :P

The armory and gate controls are now exclusively available to BCSD members who are spawned as law enforcement officers.

This was technically not a bug as we had not attempted to prevent such occurrences initially.
