Well, let's get started. First of all make sure you have these four things:

WinRAR x86 or x64

Alci's IMG Editor 1.5

San Andreas Mod Installer

A mod you would like to install, here are some good websites for mods:
NFSUDesign
GTA Gaming
The GTA Place

Put the mod you downloaded into a folder (anywhere), you usually would make a folder on the desktop and move the mod inside.

Now that you have what you need, let's get our hands dirty.

Sections:
Installing Car Mods
Installing Tune-able Cars and Skins
Installing and Optimizing ENB Series

For Car Mods:

We have two ways to do this, the easy way (with San Andreas Mod Installer) and the hard way (with Alci's IMG Editor 1.5). SAMI has it's advantages, automatic backups and automatic installation, so we're going to be using this, but it only works for car mods, or mods that have a *.sami file included, most mods don't. We're going to be doing this with SAMI, because doing more work to accomplish the same thing is a waste of time.

Assuming you've already downloaded a mod, and SAMI, we're just going to start from the point where you start SAMI (Always start SAMI as an administrator).
You should see the following screen:

Click on "Install a mod"
The following screen should appear, tick folder (#1), and then click browse (#2), to browse for your mod (The folder I mentioned earlier).

Select the folder where the mod is located

Click OK
Then click "Continue", the following screen should appear:

You generally disregard the information on this screen, so click "Continue".

On the next screen, name the mod and select the car you want it to replace.
IMPORTANT: MAKE SURE THAT IF THE MOD IS A TWO DOOR VEHICLE, THE VEHICLE YOU REPLACE IS A TWO DOOR VEHICLE, AND SO ON.
If you don't, all I can say is: OPCOEDSSSSS :DDDD
On the next screen, simply click "Install."
Enjoy your car mod :>

For Everything Else (Including tune-able car mods and skins):

Well, here is when it gets a little bit harder, not too hard, but you have to think about what you're doing.

First of all, head over to you GTA SA folder then go to the models folder. Back up gta3.img.

Copy it, and paste it somewhere else.

After you've done this, open Alci's IMG Editor 1.5 (ALWAYS RUN AS ADMINISTRATOR) click open (Folder), and browse to your gta3.img (Not the backup), open it. You should see the following:

Click "Import (remove if exists)" (Green arrow pointing downward)
And browse for your mod's folder, then select ALL the DFF and TXD files inside of the mod's folder.

Then click "Open."
You should see the items you've imported in green text.

Then click Rebuild (Gear).

Wait for the archive to rebuild completely, and close Alci's IMG Editor.
The mod should be installed correctly.

ENB Series:

As I promised here is the guide to installing ENB, for those who can't quite figure it out.

First things first, get ENB Series.

After it's done downloading, open it with WinRAR.

After you've done so, open your GTA SA folder, and drag them into there (you only need to drag in d3d9.dll and enbseries.ini).

This next part is optional, but if you don't do it, ENB series will not only lag you to hell, but it'll also look like shit while it is lagging you to hell.

Open enbseries.ini, and replace the text inside with the following:

I'm talking about how he says he joined the server three days ago. Then he says it's the only place he's played on since he was 13....and that he's 16 now. Is it just me or does none of that make sense?

Name In Game: Ratzu
Age: 14, nearly 15

Occupation/Student (If Neither, say so.): Student

Do you know any coding languages?: Basic knowledge of PAWN, still learning. Sometimes I can decipher mIRC.

How long have you been a part of SA-MP?: 3 years.

What sets you apart from other players?: Well, this is the only server I've played on since I was like 11, so by now I basically know the rules like the back of my hand, and in most cases, the action that is usually taken when each of them is broken.

What can you bring to the ECNR Administration Team?: Activity, patience, good service, and I also promise to always help players when asked for help.

Are you willing to put pride & ego aside to benefit ECNR At every turn?: Of course.

EDIT: Holy shit. This could be used to put an end to db on foot. It can be used to determine whether the player who dealt damage was in a vehicle, and prevent the damage from being translated to the player. It could be used to end deathmatching as a whole (if you wanted to go crazy about it). You could determine whether the player who shot was raped, robbed, kidnapped, etc in the time limit, if he was not, the other player simply does not take any damage. Same with cops, if the player is white/yellow, no damage is taken.

So I want to go ingame and mess around with Suicide and Nicky like I did before... Ooh right:| Damnit I can't no more... I haven't raped/robbed them and we are all Civilians...
Fun!

It was just a side idea, clearly. Less than that can be done, like just making so to the Drive-By detection.
Yeah, it was a side idea, I was just trying to say that much more could be done with OnPlayerGiveDamage than what I initially suggested.
You could just send a notice to admins that a player is deathmatching, but the db on foot is definitely a good idea.

What is your reasons for wanting to be an ECNR Administrator?: Well, I've been here for quite a while and I really feel like I should be doing more for the community, helping new players, taking action on players who do not follow the rules, and making the server a more pleasant experience overall.

Also, when you're playing Call of Duty or something of the sort, you don't think "Man, I wish sync was bad so I couldn't shoot the player directly."
And people go all crazy when hitboxes are fucked up, so seriously, you cannot prefer bad sync over an accurate hit system.

ECNR Suggestions / Re: Remove unneccery parts of the script.
« on: August 19, 2012, 10:42:38 pm »
Here are some items we could remove
    Eggland
    Future's old base/home
    One of BH/Mafia's base
Ireland Gates (unless we decided to not make it a spawning place)
Jim (clearly, he's a trademark of our old server such as Eggman)

Remove them all and it will save us less lines to compile and use.
Agreed, well i don't know if dazler (or diZone) plays on this server, but you know that car shop on the strip count and ..... why not get rid of that, since they don't play.  And if someone wants to buy it, just put it back into the script :)
because that car shop sells vehicles that autobahn doesn't have?

Dazzler does play, but I think it should be removed, or at least the building should be changed since, well I'm no expert, but I think it's what causes the damned invisible poles.

I find it baffling that you guys don't want to fix the main problem with SAMP.
If the SAMP Team fixes it in the next version you'll all be like "omg look at the sync" and praise the work of the samp team, because they fixed a problem in their game.
Now we have a solution at hand to put an end to the problem, and you guys reject it because shooting the air rather than the player is fun.

Not many people buy cars, and as for enough places to rob, it's always nice to have a few extra places to rob.
