Well infinity was broke in tf base and i was on the way to chase him as i went up the stairs and cuffed him littleman ( yellow ) did killed me that i cant arrest him

Cuffed you or not is irrelevant, is no rule break, and is not related to the report on Littleman; A

In a takeover or not, always follow the server rules; for this case, you can only shoot a cop if you're wanted and they're attacking or chasing (attempting to get you).
