As everyone else said a CIA Skin wouldnt be so good since the Non-DM server would become a DM server because everyone would choose that skin or the terrorist just to DM, Imo.

How active are you on IRC?: Everytime iam on my computer, Like everyday.
How active are you in the server?: Iam active everyday between 2 to 8 hours kind off.
Why do you want to be a Regular Player?: Since i've played her alot and its the only sa-mp server iam playing and iam back and able to help to improve the friendly community. Well i mostly help people iam a friendly person.
