[BUG] !Forcerules isn't working

Description of the bug:

When an admin / moderator writes !forcerules it won't show up.

How do I discover it?

I was ingame requested from Sylar to use !forcerules 4 on me (4 was my idea)

After multiplate times of attempts, we discover that !Forcerules won't work.

I had noted this down to report with a few other things. However, now that a topic is here, I'll mention a couple more things in.

In #moderation, it doesn't echo when a frozen player leaves, which is very annoying, and something I find hard getting used to. It would only make sense to have it echo in #moderation.

Secondly, !playerinfo doesn't work for moderators. When using it it #ECnR, it says the information was sent to #moderation, while in reality it was not. It's probably being sent to #oper, I don't know.

That's strange, it worked when tested in-game, dunno why IRC won't work

Note that it just doesn't work for moderators on IRC.
