ECNR SA-MP Server Rules

Part I - Introduction
Opening Statement and Scope
Use of the Enigma's Cops & Robbers RPG Server (hereby the entity shall be defined for the remainder of this document as 'ECNR' and the server shall be defined for the remainder as 'ECNR Server' or 'the Server') is a privilege extended to users (hereby defined for the duration as 'players/Player', 'Standard Players' or 'Regular Players') that enter the server through the San Andreas Multiplayer (hereby defined for the duration as 'SA-MP') Client. This privilege is based upon the principles of the Player being able to enjoy the recreational services that the Server provides in exchange for following the ECNR Server Rules.

By entering the Server via the SA-MP Client, the Player (whether registered or unregistered) unconditionally agrees that they will be bound to the ECNR Server Rules and to the decisions made by ECNR Server Administration (hereby referred to for the duration as 'ECNR Administration' or 'Administration), the lawful representing agents of Enigmatic Gaming Community (EGC) that act as referees and technical managers of the ECNR Server, Forums, IRC and related entities.

The Enigmatic Gaming Community, which is the controlling organization of ECNR is an organization that is headquartered in the Republic of Ireland and is represented by the following officers:
Brian "Enigma" (alternatively "Byrner) Byrne: Owner of the Enigmatic Gaming Community and its subsidiaries.
William "RoboCop" Wagner: Security Manager of the Enigmatic Gaming Community and ECNR Server Administrator.

Part 2 - Server Rules
0. Reports and Administration
ECNR Administration is comprised of ECNR Server Administrators. These Server Administrators act as referees and resolve player reports provided in-game via the /report command, in IRC through the !report command and through reports posted on the ECNR forums with verifiable evidence.

ECNR Administrators have the authority to act and decide upon player reports and questions of fair play/rules at all times. They have the authority to discipline players through actions ranging from verbal warning, temporary freeze of movement, restriction in Administrator Jail, kicking from the ECNR Server, temporarily banning from the ECNR Server and permanently banning from the ECNR Server. An Administrator's decision is considered final and questions in regards to Administrator conduct are handled by Enigma/Byrner via forum PM with verifiable evidence enclosed.

Player reports through all three mediums are required to be:
-Factual in all respects or at a best effort. Deliberately false reports will be ignored and the reporting player will be subjected to discipline. Accidental or blank reports will be ignored.
-As complete as possible or at a best effort. Forum based reports are required to have picture/video and/or IRC log evidence.

Player reports in-game and IRC will be answered on a best effort basis depending on Administrator availability. It is advisable that if an issue does not appear to have immediate resolution that the report be posted on the forums so that it can be resolved in the long-term.

1. Deathmatching and Attacking Players
Deathmatching is defined by Administration as any action of attack (whether by the use of a weapon, vehicle or player body) by one player against another player or group of players without justifiable cause.

A player is justified to attack another player if one of the following conditions are true:
The attacking player is law enforcement (police or military) and is attacking to neutralize a player that either has the player color Orange or Red.

The attacking player is a wanted felon or high risk wanted felon (player colors Orange or Red) and is being pursued/attacked by law enforcement.

The attacking player was either robbed by the intended target player, had their bank account successfully robbed by the intended target player, was kidnapped by the intended target player, had their vehicle blown up by a bomb set by the intended target player or the intended target player
hijacked a vehicle that the attacking player held for 5 physical minutes (5 in-game hours) or more. In these justified reasons, the attacking player has 5 physical minutes (5 in-game hours) to freely attack.

Any other attack is considered to be deathmatching and will be addressed by ECNR Administration.

It should be noted that law enforcement class players (police and military) are permitted to strike/ramming an on-foot felony or high-risk felony player (orange or red) with their vehicle once to stun them. Repeated striking/ramming and parking of a vehicle on top of a player to knowingly injure them is grounds for discipline.

It should also be noted that the driveby/passenger/on-board weapons for vehicles can be used in the following scenarios:
-Military (olive green) can use Hydra/Rustler/Hunter/RC Baron/Seasparrow/Rhino on-board weapons against high-risk felony players (red) that are on foot or in a vehicle.
-Felony/High Risk Felony (orange and red) players can use Seasparrow/Rustler on-board weapons and driveby/passenger weapons against Military (olive-green) or Police (blue) vehicles.
-Police players (blue) can use Seasparrow/Rustler on-board weapons and driveby/passenger weapons against felony/high-risk felony (orange and red) vehicles

Under no circumstances are any players to use driveby/onboard weapons against players that are on foot with the exception of Military players working against high-risk felony players and with the exception of players using a vehicle based Water Cannon (S.W.A.T. or Firetruck) to stun a player once in a justified context.

Law Enforcement Officers, Firefighters/Paramedics and Regular Players may use roadblocks (/crb) to cordon off an area. Law Enforcement Officers may use roadblocks (/crb) and spike strips (/spike) to confine or immobilize a felony or high-risk felony (orange and red) player while in a vehicle or on foot. Law Enforcement Officers and Firefighters/Paramedics may also use roadblocks to overcome obstacles to allow them to carry out their duties (i.e to get to a player or fire that is above them that may not be accessible by an air vehicle). However roadblocks and spikes are to be removed with the relevant commands after an incident or event has been cleared.

2.Cheating, Hacking & Bug Abuse
The act of cheating is defined as "the use of software and/or techniques that allow a player to bypass the aspects of the SA-MP client, ECNR SA-MP server control software and/or the ECNR SA-MP server script that prevent players from gaining an unfair advantage over another."

Examples are:
-In-hand and bank money hacks
-Flying player body/non-flight capable vehicles.
-Invulnerability
-Teleportation of self/other players/vehicles and assets
-Spawning armor, weaponry, ammo or instantly healing without the legitimate purchase or assignment of the relevant items.
-Accessing restricted areas of the server map without legitimate means of travel.
-Repairing vehicles, adding/removing/modifying vehicle characteristics outside of legitimate game controls.

Cheating will not be tolerated. First time offenders will be given one sole warning and a kick as an opportunity to remove any active cheat systems. Any subsequent detection of cheating will result in a permanent ban unless otherwise later reviewed by Administration.

The act of hacking is defined as "the use of software and/or techniques and/or techniques that allow an individual or organization to access aspects of the ECNR SA-MP server control software, the ECNR SA-MP server script and ECNR/EGC web and IRC services that they are not entitled to access under normal circumstances or without permission"

Hacking is a zero tolerance offense and will result in a permanent ban from all ECNR/EGC assets.

The act of bug abuse is defined as "knowingly taking advantage of documented bugs in the SA-MP player client, ECNR SA-MP server software and/or ECNR SA-MP server script to give oneself or a group an unfair advantage over other players."

A first time offense will be based on the assumption that the player involved did not know about the documented bug. Subsequent abuse of the same bug or repeated abuse of several bugs will result in further disciplinary action.

Any cosmetic modifications that do not alter gameplay/balance in a fashion that would be construed as a cheat system (i.e replacing a "stock" GTA-SA police car with a real-life equivalent mod or replacing a pedestrian/player skin) is not a cheat. Questions about whether a mod may violate ECNR's cheating policy may be directed to Administration.

3.Personal Conduct
When making use of ECNR assets, formality is not necessarily required but it should be kept in mind that ECNR hosts players and visitors of differing nationalities, cultures and beliefs. Foul language within certain limits is likely to be seen as this is primarily based upon an ESRB "M" rated/PEGI 18+ rated computer game. However malicious, deliberate racist/sexist terms and slurs as well as deliberate, malicious insults are not permitted under any circumstances.

Players are required when participating in the main chat channel in the SA-MP environment and broadcasting to it via IRC to use the English language only as English is the primary spoken language in EGC's hosting country and for the majority of its player population. Conversations in foreign languages can take place in private messages initiated with the /pm command. If a player does not have command of the English language, players and Administration may freely make a good faith/best effort attempt to communicate this policy to the involved player several times before corrective action is taken.

Spamming any chat channel within ECNR is not tolerated, nor is attempting to knowingly flood the chat with messages to the SA-MP chat bot "Eggman".

Using any chat channel to advertise other SA-MP servers that are not a part of the EGC network or prohibited content such as pornography, illegal downloads of media, criminal/terroristic materials outside of the scope of the game will not be tolerated. Advertisers will be given one verbal warning to stop. Subsequent attempts/use of bots will be banned henceforth.

When being questioned or asked to provide information by Administration, you are required to be truthful about what you had done or what you had observed. Administration members are trained in basic investigative techniques and will be able to determine if a player is lying about a situation whether by technical means or by gathering information from corroborating witnesses.

Scamming money from other players by promising services that the scammer either cannot follow through on because the service violates ECNR rules or by never having the intent to provide such services is grounds for discipline. Administration is capable of finding the scam transaction, deducting it from the scammer's in-hand cash/bank cash and returning it to the victim. We have a /rob command for a reason.

Wanted players are not allowed to use a vehicle that is rendered invincible during use (train, BMX/bike).

Willfully failing to report rulebreakers/cheaters/hackers and declaring the presence of a cheater/hacker in main chat is prohibited. You are required to use /report [id] [reason]


4. Law Enforcement Rules
Law Enforcement Officers are officers that fall within the following classes:
Police Officers
Sheriff's Department
SWAT
FBI Agents
Military

All law enforcement officers are entitled to the following rights in the course of their duties:
-They may handcuff (/cuff) any player (with the exception of law enforcement, per the ECNR server script) if there is reasonable cause to restrain them (i.e believing that there is a bomb or contraband on the target's person). Operating as a group, one law enforcement officer must be close enough at all times to a cuffed player to release them. In the event of a timeout/crash, allowances will be made with that understanding.
-They may search (/search) any applicable player if there is reasonable cause to search them (contraband/bombs/etc.)
-They may perform a OVI/public intoxication test (/bt) on any applicable player if there is reasonable cause to believe they are under the influence of illegal drugs or spirits.
-They may collect a fine (/fine) from misdemeanor-class offenders (yellow players) to resolve the misdemeanor.
-They may pursue and immobilize/destroy vehicles containing any felony and high-risk felony players (orange and red), regardless of the presence of lower offender grade players as driver/passengers. They may also perform an on-scene arrest (/cuff, /search, /bt, /ar), a detainment/transport arrest (/cuff, /search, /bt, /detain, /dropoff) or kill felony and high-risk felony class offenders
-They may order a player to pull their vehicle over or to stop movement (/pu) and upgrade a player's wanted level if the order is not immediately obeyed (/rp).
-They may upgrade a player's wanted level (/rp) for failing to freeze/pull over as mentioned earlier, as well as for interfering with a pursuit, attempting to rob and kidnap, ramming/striking a police vehicle 2+ more times deliberately and assisting a wanted player with transport. Wanted level increases are only to be used once per consecutive incident.
-They have the right to carry on their duties without being attacked by their chosen target(s). Deliberately following a law enforcement officer that is not pursuing you and attacking them is classified as deathmatching.
-They have the right to spawn in their spawn regions without being attacked.
-They may use the driveby function as vehicle driver or as a passenger against felony/high risk felony vehicles. Non-Military LEOs may also use the on-board weapons of the Rustler, Seasparrow and RC Baron against a felon/high risk felon's vehicle

It must be noted that Military (olive green) players have the right to use special vehicles that are capable of dealing direct deadly force, but only against high-risk felony targets (red players), whether on foot or in a vehicle. This usage is allowed only after providing a warning to the main chat channel once using the /armywarn command and is required even if operating in stealth mode (/stealth).

Accepted Military vehicles for the use of direct deadly force are the Hydra, Hunter, Rustler, Seasparrow, RC Baron and Rhino.

5. Special Criminal Functions
There are presently two major Special Criminal Functions that have special rules associated with them: Kidnapping and Placing/Executing Hits.

The following must be considered in a Kidnapping Operation:
-A kidnapper may only kill their victim if there was a ransom that was not met within a 5 physical minute period from the initial kidnapping or if the victim got free and is actively attacking their kidnapper.
-A kidnapper cannot repeatedly target the same individual for repeated consecutive kidnapping.

Hitmen can take and execute hits that follow one of these conditions, the hit must be placed by their employer within 5 minutes:
-The hit was placed to equalize a robbery against the employer conducted by the hitman's intended target.
-The hit was placed to equalize a kidnapping or attempted kidnapping of the employer by the hitman's intended target.
-The hit was placed to equalize an arrest of the employer that was conducted by a law enforcement offical that is the hitman's intended target.
-The hit was placed to equalize the destruction-by-bomb or theft of their employer's vehicle as long as the vehicle was held for 10 physical minutes or more before being destroyed/stolen by the hitman's intended target.
-The hit was placed to equalize the robbery of their employer's business by the hitman's intended target, only if the business did not have insurance on it.

Hitmen are required to explain their hit responses if they are questionable and they are required to give the truthful name of their employer to Administration on demand. Hitmen are also required to report illegal hit requests and their employer's name to Administration at all times.

6.Organization/Organization Base Rules
The following organizations are currently acknowledged as being official:
-The Bone County Sheriff's Department (BCSD)
-The Bone County Fire Department (BCoFD)
-The Black Hand (BH)

New organization requests must be registered on the ECNR forums and must qualify to Administration's standards before becoming official. Administration reserves the right to shut down or reorganize organizations and their leadership.

The following locations are considered to be official organization bases:
-The Bone County Sheriff's Department and Bone County Fire Department share two bases, the County Substation in Roca Escalante (near LVPD) and the County Emergency Services Center in South Las Venturas (by the Las Venturas Airport Freight Depot/southwest city limits of Las Venturas).
-The Black Hand has one base that is accessible by ground bridge, by water and by air outside of East Las Venturas.

The following rules are in effect within organization base territory:
-The system will automatically detect base intrusion. A one physical minute period will elapse to allow players to escape without being fired upon.
-While in their home organization base, a law enforcement officer (blue/olive green) may not open fire upon civilians (white/base class color) or misdemeanor players, even after the one minute period has elapsed.
-While in their home organization base, a civilian (white/base class color) or misdemeanor player (yellow) may not open fire upon law enforcement officers, even after the one minute period has elapsed.
-If an honest escape attempt is being made, the defenders are not allowed to hinder escape unless it is justifiable (i.e, law enforcement chasing down a felon/high-risk felon). Doubling back removes this immunity.
-Law Enforcement Officers cannot abuse the /cuff command to restrain players repeatedly so that their wanted level increases from base intrusion.

7.Discipline Regarding Donators/ECNR Shop Customers
The use of ECNR as stated earlier is a privilege, not a right. Donators and Shop Customers will not be immune from any reasonable form of discipline under any circumstances. Donators/Shop Customers that violate the rules to the point of receiving a permanent ban are not entitled to any mandatory refund, exchange or substitution.
