Carpet bombing plane for terrorist

Why can't there be a carpet bombing plane for terrorist? IDk how it would work, but it is just a general thought. So, what do you guys think?

good idea, those andro planes can be used which the army uses but it will piss a lot of players off which can then cause flame and dm etc

Or a terrorist can attempt to steal the Carpet bomber, I think this is a better deal, fail or not fail with attempting to steal it they still get wanted level of 4 and when they kill someone they get wanted also. and gain whatever amount of score (2 for robbery and 2 per kill?) But robbing the plane will most of the time fail than not fail. to limit the amount of explosions and DM.
