My suggestion is simple.

Red criminals should get score for killing cops, mainly because: as soon as you get red you will have the problem of the cops always being on ya ass, you wont have any time to do a robbery or a Terrorist attack.

you are not able to make score when getting chased.
so i say: Give the red score for killing cops BUT restrict this for when they get 300 score or more this to make sure it wont be abused, since 300 score is the req for reg i think this is a very good guideline
